While setting up a client with google apps we kept getting the above error when we tried to use apps sync or apps migration after alot of looking online there was not alot of results
the below action fixed it for us
1. Click the "Start" Button, click "All programs", and click "Accessories".
2. Right-click “Command Prompt” Run as administrator". If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
3. Type "netsh winhttp reset proxy" (without quotes) at the command prompt, and press Enter.
4. Try the update again.
